At the same time, Janklow appeared to contradict himself by saying he used Governor's Club money to repay the state for non-official use of state equipment, such as telephones, and produced checks written on a Governor's Club account. Janklow could be in violation of federal election laws because he has continued to take Governor's Club money while talking publicly about and declaring a bid for federal office. However, several campaign-finance experts said that issue likely hinges on whether Governor's Club money was used to pay for any of Janklow's House campaign expenses - something he says is not happening. The issue has raised questions because just weeks after the ads seeking parts were placed on an electronic bulletin board in 2001, 20 South Dakota government workers were fired or suspended for using state computers for activities such as gambling, visiting pornographic Internet sites, checking stock prices and shopping online. Responses to Janklow's ads, which still are posted on the Web site, are routed to his state e-mail address. Rep. March 18,2002 Letter to the Editor Janklow's way By State Rep. BILL NAPOLI It is with great regret and shame to see Janklow announce for Congress. Shame for what he has done to innocent people in the past, and regret for what he will do to anyone who disagrees with him in the future. Yes, Janklow has done some good things for South Dakota. However, it has been overshadowed by his savage personal attacks against anyone who got in the way. Good overshadowed by his disdain for any legal process except his own. Good overshadowed by the heavy-handed manipulation, intimidation tactics, and sometimes vengeful attacks on the Legislature when he didn't get his way. Good overshadowed by personal attacks on businesses, industries, local officials, and everyday people who happened to end up on his personal attack list. (Remember the school superintendent, and county commissioner just to name two?) During a recent blistering attack against me one evening, Janklow said he enjoyed taking people to the gutter. Yes, let's remember, because we need a good congressman, but also a decent congressman. I'm not engaging in dirty politics but the truth. I just want you to remember. I'm sure I'll be attacked for this letter, and possibly targeted for retaliation. It's Janklow's way. State Rep. Democratic gubernatorial candidate Jim Abbott blasted his Republican opponent Monday for his role in "designing and implementing" South Dakota's "gag law." As the state's Senate majority leader in 1996, Abbott said, Rounds "was the architect" of the law that prohibits most state officials from speaking publicly about any investigation. Specifically, the law prohibits state officials and employees from talking about the results of any investigation or audit, or even from revealing that there is an investigation under way. Anyone who disobeys the law would be prosecuted for a felony, although no such prosecutions have taken place since the law passed. ..The law, which Rounds calls the "privacy act," was born out of a dispute between Gov. Bill Janklow, a Republican, and state Treasurer Dick Butler, a Democrat. Information about Citibank made public by the treasurer's office prompted Janklow and Republican lawmakers to pass the law. The lawsuit claims the state did not get proper clearance from the Justice Department Voting Rights division before it approved the redistricting bill that was signed into law by Gov. William Janklow. The plan went into affect on Jan. 1, 2002. Federal approval is required by law in cases where discrimination has occurred before, the complaint states.
